The Regions' System issued on 27 Shaaban 1412 H by Royal Order No. A/ 92, as amended by Royal Order No. A/ 21 on 30 Rabi' al-Awal 1414 H divided the Kingdom of Saudi Arabia into thirteen Emirates (regions); each region consists of a number of governorates, category (A) and category (B ); and a number of centers, category (A) and category (B), taking into consideration the housing, geographical, security, transport, environment and history conditions of each region.
The system unified the functions, names and administrative units, and defined employment ranks and authorities for officials in the emirates, governorates and centers as under:

The region's emir is classified to have the rank of a minister;

The deputy emir is put in excellence rank;

The undersecretary is ranked at 14th or higher.

The governor A category is ranked at 14;

The deputy governor A category and governor B category are ranked at 12;

Head of center A category is ranked at 8;

And head of center category B is ranked at 5.
